Convention Resolution

Pre-convention resolutions ranking by registered convention delegates took place online March 13 to March 16, 2026.

We thank all the EDAs that submitted our recommended resolutions and the delegates that voted for them.

Our resolution on Adopting a Permanent Organizing Model was the highest ranked resolution in section 7 Constitutional Amendments (Party Affairs).

Our recommended UNDRIP resolution and several other resolutions with similar intent to our recommendation recommended resolutions were also ranked in the top 10 in different sections.

Many great and well thought out resolutions, from many EDAs, affiliates and commissions, unfortunately are not published in the official Convention Resolutions book since they were not voted into the top 10 in each section by those delegates that voted. 

We are loading the official 70 convention resolutions, and other resolutions sent to us, into Discourse digital engagement tool so that delegates, and members not at convention, can discuss and debated them online.

Think of it as a virtual convention floor with Pro and Con mikes.

Top 10 resolutions to renew our Party

The grassroots NDP Renewal Initiative spent months listening to members, engaging EDAs, and building the evidence base for structural change. The results are clear: members want a party that organizes year-round, trains its people, funds its ridings, and governs itself with accountability.

We thank the over 1000 NDP members that have participated in our discussions, surveys, online forms, digital engagement tools and submitted their resolutions to us.

Based on this we published a list of 25 resolutions to renew our Party 

Eight were focussed on EDA Empowerment, ten on Party Accountability and seven on Bold New Policies.

Based on further discussions, online forms and our digital engagement tools we have come up with a recommendation for our Top 10 resolutions to renew our Party in section 7 Constitutional Amendments (Party Affairs) .…

Federal Council Renewal

  • Adopts Provincial Council best practices
  • Quarterly meeting
  • Bylaws for Federal Council
  • Agenda and minutes provided to EDA Presidents

Establish an Ongoing Renewal Committee

  • Core to keeping Renewal going beyond this convention. 
  • Establishes a Renewal Committee to foster a culture of continuous improvement through member and affiliate engagement
  • Broad mandate to look at all aspects of the Party not just elections

Continuous Policy Renewal

  • Creates a standing Policy Review Committee (PRC) that continuous engages members, affiliates and commissions on policy
  • Enlists subject matter experts to produce discussion papers for members, EDAs, affiliates, commissions and Caucus for comment and discussion
  • Feeds resolutions to Federal Council and Convention for adoption

Party Platform Based on Party Policy

  • NDP Campaign Platform based primarily up to date Policy Book 
  • Develop better processes to keep our Policy Book up to date and relevant
  • Party Platform released before or early during the campaign

Providing Candidate Campaign Rebates to Build EDAs

  • 100% of candidate rebate goes to EDAs
  • Stops boom-bust cycles in EDAs
  • Builds strong stable politically competitive EDAs

Strengthening Labour Representation in Electoral District Associations

  • Strong relationships between EDAs and local unions deepen community roots and strengthen organizing capacity
  • Labour activists bring organizing skills, political experience, and direct connections to working people in every community

Adopting a Permanent Organizing Model

  • Treat organizing as a permanent, year-round democratic function
  • Focus on relationship-building, issue-based canvassing, and community presence
  • Regional organizers support EDAs, coordinate training, and facilitate inter-riding collaboration

Putting into Place a National Training Program for EDAs

  • Treat EDAs as the foundation, not the periphery, of the Party’s political power
  • National training programs that include in-person regional training conferences
  • Locally based issue campaigns to build local capacity and community connections 

Renewing Regional Councils of EDAs to Strengthen Collaboration and Reinforce Regional Organizing

  • Encourage and support the formation of regional Councils of Electoral District Associations (CEDA)
  • Provide logistical support to facilitate their creation and sustainability
  • Create mechanism for regional coordination, capacity- building, and democratic input between EDAs and the national Party 

Hybrid or Virtual Convention

  • Hybrid Conventions in where Delegates can attend, debate and vote virtually
  • In-person only conventions are expensive and require significant staff and volunteer resources to hold
  • In-person only conventions are not financially accessible or, in some cases, physically accessible, for many members to attend

The Six Policy Areas

One of the Key Takeaways from the Party’s Review and Renewal report was that our “Policy should be bold, animated by the Party’s core values, and be released much earlier.”

Our EDAs, Affiliates and Commissions delivered! We were sent hundreds of bold policy resolutions.
